Notice on 2025 International Patriotic Pact Organization United Nations (Autumn) Forum

尊敬的各界人士：

To whom it may concern,

       在當(dāng)今全球化不斷深入的時代背景下，國際間的交流與合作對于維護(hù)世界和平與發(fā)展愈發(fā)重要。為進(jìn)一步推動國際愛國理念的交流與傳播，深入探討國際愛國公約倡議對世界和平的積極影響，經(jīng)各方精心籌備，2025國際愛國公約組織（IPPO）聯(lián)合國（秋季）論壇即將隆重舉行�，F(xiàn)將論壇相關(guān)事宜通知如下：

In the current era of deepening globalization, international communication and cooperation are becoming increasingly important for maintaining world peace and development. In order to further promote the exchange and dissemination of international patriotic concepts, and to deeply explore the positive impact of the International Patriotic Pact Initiative on world peace, after careful preparation by all parties, the 2025 International Patriotic pact Organization (IPPO) United Nations (Autumn) Forum will be held grandly. The relevant matters of the forum are hereby notified as follows:

       一、論壇概況

        二、論壇背景與意義

II. Background and significance of the forum

       本次論壇是“愛國不能損害他國利益”這一中國愛國理念獲得國際社會廣泛認(rèn)同的重要體現(xiàn)。全球50多個國家的150多個非政府組織（其中具有聯(lián)合國經(jīng)社理事會咨商地位的非政府組織達(dá)55個）對該理念的集體認(rèn)可，充分彰顯了中國愛國理念在國際舞臺上的影響力。同時，這也是陜西省愛國主義志愿者協(xié)會所提出的國際愛國公約倡議和IPPO國家發(fā)展權(quán)利審議機(jī)制的一次重要實(shí)踐性探索。協(xié)會沖破重重阻力，通過舉辦此次論壇，為提升中國在全球治理中的影響力貢獻(xiàn)力量。

This forum is an important manifestation of the widely recognized Chinese patriotic concept of "Love one’s own country without harming other nations’ interests" in the international community. The collective recognition of this concept by over 150 non-governmental organizations from more than 50 countries around the world (including 55 non-governmental organizations with consultative status in the United Nations Economic and Social Council) fully demonstrates the influence of China's patriotic ideology on the international stage. At the same time, this is also an important practical exploration of the international patriotic pact initiative proposed by the Shaanxi Patriotic Volunteer Association and the IPPO Review Mechanism for Nations’ Rights to Development. The association has overcome numerous obstacles，By holding this forum, it contributes to enhancing China's influence in global governance.

       1.主辦單位：國際愛國公約組織·陜西省愛國主義志愿者協(xié)會

1. Host: International Patriotic Pact Organization（Shaanxi Patriotic Volunteer Association）

       2.協(xié)辦單位：由瑞士、塞爾維亞、俄羅斯、印度、摩洛哥、毛里塔尼亞、喀麥隆、尼日利亞、巴基斯坦、貝寧、剛果金、加納、斯里蘭卡、肯尼亞等14個國家的25個非政組織聯(lián)合協(xié)辦（其中13個具有聯(lián)合國經(jīng)社理事會咨商地位，7個人權(quán)組織）。這些來自不同國家和地區(qū)的組織，在國際事務(wù)中發(fā)揮著重要作用，它們的積極參與將為論壇注入多元的視角和豐富的經(jīng)驗(yàn)，共同推動國際愛國事業(yè)的發(fā)展。

2. Co-organizers: Co organized by 25 non-governmental organizations from 14 countries including Switzerland, Serbia, Russia, India, Morocco, Mauritania, Cameroon, Nigeria, Pakistan, Benin, the Democratic Republic of the Congo, Ghana, Sri Lanka, and Kenya (including 13 with consultative status with the United Nations Economic and Social Council and 7 human rights organizations). These organizations from different countries and regions play an important role in international affairs, and their active participation will inject diverse perspectives and rich experience into the forum, jointly promoting the development of the international patriotic cause.

         四、論壇議程

IV. Forum Agenda

         本次論壇依據(jù)國際愛國公約組織機(jī)制設(shè)置議程：

The agenda for this forum is set according to the mechanism of the International Patriotic Pact:

         1.組織和程序事項；明確論壇的組織架構(gòu)、運(yùn)行規(guī)則以及各項程序安排，確保論壇的順利進(jìn)行，為后續(xù)各項議程的開展奠定堅實(shí)基礎(chǔ)。

1. Organizational and procedural matters; Clarify the organizational structure, operating rules, and various procedural arrangements of the forum to ensure its smooth progress and lay a solid foundation for the subsequent agenda development.

        2.國際愛國公約組織關(guān)于國家發(fā)展權(quán)的專家報告；邀請IPPO國際問題專家，對其編寫/修改，并經(jīng)IPPO審議通過的《國家發(fā)展權(quán)利報告》進(jìn)行深入解讀，為各國在保障國家發(fā)展權(quán)利促進(jìn)世界人權(quán)事業(yè)發(fā)展提供專業(yè)的理論指導(dǎo)和實(shí)踐建議。

2. Expert report on the nation’s right to development by the International Patriotic Pact Organization; Invite IPPO international experts to provide in-depth interpretation of the   Report of Nations’ Rights to Development, which has been compiled and approved by IPPO, in order to provide professional theoretical guidance and practical suggestions for countries to safeguard their nation’s rights to development and promote the development of the world human rights cause.

        3.其他需要IPPO關(guān)注的國家發(fā)展權(quán)狀況；對IPPO國際問題專家提出需要IPPO關(guān)注的國家發(fā)展權(quán)利狀況進(jìn)行分析，落實(shí)IPPO審議工作計劃。

3. The status of the right to development in other countries that require IPPO's attention; Analyze the development rights situation of countries that require attention from IPPO international experts and implement the IPPO review work plan.

        4.批準(zhǔn)IPPO分支機(jī)構(gòu)；對各國際機(jī)構(gòu)提出IPPO國別機(jī)構(gòu)的設(shè)立申請進(jìn)行審核與批準(zhǔn)，推動IPPO在全球的組織網(wǎng)絡(luò)建設(shè)，推動國際愛國理念在更廣泛地區(qū)的傳播與實(shí)踐。

4. Approve IPPO branch offices; Review and approve the establishment applications of IPPO national branches submitted by organizations, promote the construction of IPPO's global organizational network, and promote the dissemination and practice of international patriotic concepts in a wider range of regions.

        5.IPPO年度報告和審查報告：全面回顧IPPO過去一年的工作成果，總結(jié)經(jīng)驗(yàn)教訓(xùn)，通過審查報告對工作進(jìn)行反思與改進(jìn)，明確未來發(fā)展方向，提升組織的工作效率和影響力。

5. IPPO Annual Report and Review Report: comprehensively review the work achievements of IPPO in the past year, summarize lessons learned, reflect and improve the work through the review report, clarify future development directions, and enhance the organization's work efficiency and influence.

        6.《國際愛國公約》的倡議行動和現(xiàn)狀：梳理《國際愛國公約》倡議行動的發(fā)展歷程，介紹當(dāng)前的實(shí)施現(xiàn)狀，分析存在的問題與挑戰(zhàn)，為進(jìn)一步推動公約的國家認(rèn)同提供思路。

6. Advocacy actions and current situation of the International Patriotic Pact: Reviewing the development process of the advocacy actions of the International Patriotic Pact, introducing the current implementation status, analyzing the existing problems and challenges, and providing ideas for further promoting the national identity of the pact.

         7.對支持和贊助機(jī)構(gòu)的認(rèn)證：對為國際愛國公約倡議事業(yè)提供支持和贊助的機(jī)構(gòu)進(jìn)行認(rèn)證，表達(dá)對它們的感謝與認(rèn)可，同時激勵更多機(jī)構(gòu)積極投身到國際愛國公約事業(yè)中來，為世界和平與發(fā)展貢獻(xiàn)力量。

7. Certification of Supporting and Sponsoring Organizations: Certification of organizations that provide support and sponsorship for the International Patriotic Pact initiative, expressing gratitude and recognition for them, and encouraging more organizations to actively participate in the International Patriotic Pact initiative and contribute to world peace and development.
